This behavior has been resolved and deployed to the production environment as of 7/03/24.
Description
When trying to navigate through the drop-down menu for a module or a module item using the up/down arrow key on a keyboard, the menu closes out automatically. This prevents users from navigating the menu options on the module index page.
Expected Behavior
For the user to be able to navigate through the drop-down menu when using a screenreader.
Workaround
No workaround exists at this time.
Steps to Reproduce

Create a module with at least one item added.

Navigate to the drop-down menu either for the module itself or the module item.

Hit return on the vertical kebob

Try navigating through the menu items using the up/down arrow key.

Notice that the menu auto-closes and makes it not possible to use keyboard navigation.
