Image not loading with new quizzes import

I'm trying to create a "new quiz" that I can share with my PLC and it seems like the images won't show up when they import it to their courses. It looks like creating questions in Item Bank is the better bet for that working, but even that doesn't seem work all of the time. When I tried to move the questions over to the item bank (I initially made the test on my Canvas page), the warning below popped up. This seems like an issue that is popping up for other educators on Canvas, but no one seems to have a clear answer for how to fix it. What is the solution here? The item bank adds extra steps to the creation process and doesn't seem to work all the time, and this is all extremely frustrating.

If you say 'that doesn't seem work all of the time' - can you elaborate and are you always on a shared Item Bank?

When uploading images in a quiz on course level applies course scope to that images. My guess is it would take a while to get it fixed. So either the Item Bank first approach or the work around export import options. 

Agree though that as a user I would want the entire question with its media to be copied "fully" into the Item Bank if I say 'add to Item Bank' from a course quiz level.

My colleagues and I have had multiple instances where we create testing questions in the Item Bank and share them with one another, only for the images to not show up for anyone aside from the original creator of the test. Our tech integrationist has been able to fix the problem for us, but she's never fully explained how and there's no instructions available for how to do this ourselves. The Item Bank function in general isn't very intuitive IMO, as it creates multiple extra steps for sharing a test with a PLC and makes customizing the test for your specific class (I like to include 1-2 short answer/essays with my test while my colleagues do not) more of a headache than it needs to be.

I'm unclear what you mean by "course score" here. Are you saying that the image only saves to that specific course without using the Item Bank? I don't understand why that would be because you would think the image would just be embedded in the test itself, especially since that isn't really a problem when exporting and sharing assignments with one another.

I'm unclear what you mean by "the work around export import options." Any sort of experience with exporting/importing quizzes has been a complete mess for us in recent weeks.

I'm unclear what you mean by copying "fully" into the Item Bank or saying "add to Item Bank" from a course quiz level. Why would there even be an option to copy the question but not the media to the Item Bank? Also, why is the process so tedious/glitchy if you forget to add the quiz question to the Item Bank when you're initially creating the test? I tried fixing a test by going back to add individual questions to an Item Bank posthumously, but that didn't improve anything on the student end for being able to see the images.

Honestly, I'm ready to go back to paper test because I'm spending more time/energy troubleshooting the technology than I would have just grading the test on paper. It seems like multiple teachers are having issues with the new quizzes on Canvas and it doesn't seem to be getting better.
