Sharing New Quizzes Images are Duplicating

When using New Quizzes and the "Send To" option if the quizzes have images that were just pasted into the Rich Content Editor and uploaded to Canvas and embedded in the question, the recipient of the shared New Quiz sees incorrect images. For example in a Math Quiz that had 10 questions containing graphs, the recipient of the shared quiz saw the graph for Question 4 for all 10 questions. We have replicated this numerous times. This even persists if we export the course and import it into a new course. What I am noticing is that when sharing the quiz only one image file is shared. It is as if the images pasted into the questions are all automatically saved on Canvas with the same file name. The original owner of the quiz does not have any issues but any individuals receiving it as a shared quiz or through a course export encounter this duplicate issue. If the files are saved, uploaded to Canvas and embedded into the quiz through the insert menu on the RCE, then the send to and course export both work but only after ensuring that we go to the Files tab and ensure that all the files are shared with "Institution Members" before sharing the quiz in either manner. Has anyone else experienced this? The inability to quickly create and share a quiz is difficult as we are moving toward common summative and formative assessments. If there is a better method, fix or workaround please advise!
