Item Bank not Editable by User

Good afternoon,

I am working with a faculty member who is trying to edit an item bank so that she can add outcomes to it. 

On her Item Bank Index page, though, the question bank that she is attempting to edit does not have the edit button available. When clicking on the sharing permissions, it lists the course that she accessing the bank from as having editing permissions. Nonetheless, there doesn't appear a way for her to edit this bank.

The screenshot below shows the editing rights available to that course. What's odd is that for other edit banks, it allows for me to change the sharing settings, while in this course, that ability is greyed out.

If she's accessing the Item Bank through the BIO 201 (1241-5249), it looks like she should be able to edit. 

I've had a few areas of confusion where I thought a user shouldn't have edit capability but they did but haven't yet experienced what you are describing.
