I would like students who missed an in class assignment be able to see the questions on the in class assignment without submitting it for points.
I do not have a late penalty on my assignments because I allow them to complete the online (out of class) assignments all semester.
I would love to be able to assign different late penalty policies for each assignment category, but I know that is not an option (and that getting a change like that is outside of my control).
The only other option my colleagues have offered is to create a duplicate assignment that does not count towards the student's grade at all that the students can look at if they weren't in class.
Is there a less clunky option? This seems like an easy fix... I'm frustrated there doesn't seem to be one.

If I am understanding what you are asking, students should still be able to see the assignment task, for example, through the navigation menu and clicking on assignments. However, if you have set the available to date, they can still see but not submit anything. This article about setting due and available dates might be of assistance.
