I am using New Quizzes. I wanted to divide quiz questions to new topic-based banks.
To do this, I deleted a bank that contained questions from multiple quizzes (i.e., topics). The quiz questions themselves were not deleted as they exist in separate quizzes.
I then created new banks, and was going to add the questions from the quizzes to the new banks.
However, the quiz questions still say "Banked item" and gives options "Edit in Bank" or "Cancel" and does not give me the choice to add questions to the new banks I have created.
Any ideas how to deal with this situation?

When I click to edit the question, it reads,
This item has been deleted from the item bank. Students will still see it on future attempts. To edit, make a copy of the item.

Yes, my experience is different in that I still see "Edit in Bank" and "Cancel" rather than the buttons above when I click on the question in the main window (after having clicked Build for the quiz).
When I click "Edit in Bank" it opens a window on the right-hand-side but seems to assume the questions belongs to a bank that it actually does not belong to. It then has an option "Edit a Copy", which if I click enables me to edit the question but I still cannot add it to the new bank as the "Add to Bank" option is missing (presumably because it believes the item already exists in a bank).
I also tested this and saw the same behaviour that @james_whalley noted.
@ianvdl when the right hand pane expands, does the breadcrumb trail (indicating which bank the question is in) at the top show the bank that you deleted? (example in the attached screenshot).
It should be possible to move questions between banks by clicking the copy/move icon.
