This is not possible without custom programming at the account or subaccount level. Unless you're wanting to do it for the entire account, it is best to stick with the modules as they currently function so that students have a consistency in the way things operate.

There was a discussion a couple of weeks ago where I asked about adding a drop down list in the middle of the "previous" and "next" buttons that would allow people to jump to the particular item. Although it would be possible, the people involved in that discussion thought it would be a bad idea and wanted students to use the navigation that is built into Canvas (the modules page).
