My course is published but doesn't show up for new users, only previously enrolled users

When I try to add new users, I get a message that says "invitations aren't sent until the course is published", but the course IS published, and I can send invitations. New users receive the invitations and can get to the dashboard, but no courses show up for them. Previously enrolled users can access the course, no problem.
