This is about free-form comments in rubrics. 

When using free-form comments in rubrics the reviewer/grader is given an opportunity to save the comment for later use.  This behaviour is well described in this page:

So far so good, but who can see and use this saved comment?

• The user who saved it?
• All teachers/TAs in the course (Graders)?
• Also students in the course who are supposed to use the rubric as part of a peer review?

It seems like it is a mix of all three.
It is a little surprising for us that students in a peer review situation can see and use those comments.

The question is:
Is this intended from the developers or an issue nobody thought about when this function was developed?
