I do not have an observer link

I have a Canvas Acct and followed the directions posted here: https://community.canvaslms.com/t5/Observer-Guide/How-do-I-link-a-student-to-my-user-account-as-an-o... 

Issue is, after step 2 (click on Settings), I do not have an observer option.

How do I proceed?
