Hi! Thank you for the great question!  Currently the only assessment type that allows for the student scores to be turned off is a benchmark assessment.  District admins are the only ones that can create benchmarks.  As of right now, any other users can only create formatives and we do not have the functionality to turn off the scores for formatives.  Thank you for the great feedback and suggestion.
