Oscar Vazquez Melendez completed in 1996 a doctoral degree in Computing and Information Technology from Nova Southeastern University and is an Associate Professor of Computer Science/Cyber Security at Limestone University since 1998 where he was one the architects of the first distance learning program, launched the same year, in South Carolina, USA.
My doctoral research study set out to solve the “Hispanic high school dropout” problem facing many communities in the US and Puerto Rico by creating a learning management system or LMS, work in progress. In 1993, I created and programmed “Escuela Electrónica” to provide General Education Equivalency (GED) preparation online. Wrote and published all the content used in the LMS (Math, Science, ESL, Social Studies and Literature). Since then, all 5 educational books were published as eBooks.
