Is there any advice about whether to create New Quizzes item banks in the development site of a course or in the active course itself? 

Is there a way to remove a single bullet from an existing list with bullets? 

Not just a nuisance but a very ill-conceived deletion of something that worked well. Please restore the ability to change the quiz type of existing quiz questions now!
