Why can't I see some Models when downloading shared content.

Shared Content was sent to be as an assignment. It is waiting to be placed so I go to Account/Shared Content then to the Actions on the right side of that piece of content. Next, I select the course and under that I select the module...only half of the modules are there. I need to put the content into one of the missing Modules.
Questions
Why are there modules missing?
How do I get them to show up?
In this case, there are 21 modules and only the first 10 are showing. Yes they are published.
