I don't know if the original poster ever got an answer. I can share that when you use the Google LTI integration, Canvas creates a folder in your Google Drive with all the student files Shared with you. You can go to your own Drive and access the assignments there to see the Version History and other Google features.
This option is not available when Google Docs are uploaded as files because with that method the student files are not Shared with you through Google Drive.
I'm not sure about Google Files submitted via "Submit a URL." I think the student would have to set the Share settings to give you the rights to Edit (or maybe just Comment) instead of View.
