In Discussions, do you have the ability to add tags so you can sort and quickly find posts in the same discussions with the same topics and tags? (I notice that you have the ability to add tags at the bottom of this "Ask a Question" form...)

Absolutely!!! Much of the Feature Idea process can be found under the "Ideas" menu at the top of any page here in the Community. Here are some documents that will be of help to you:
As these documents suggest, you'll want to search the Community for existing Feature Ideas that might already be out there so that you avoid duplication of ideas. I did a quick search myself, and I came up with the following...all of which have been moved to Cold Storage:

Step 1: Open the Discussion you want to customize and tap the topic name at the top of the screen.
Step 2: Tap “Tags Settings.”
Step 3: Tap “Create a meta tags checker ” under the “Tags” section.
Step 4: Tap the text-entry field labeled “Cool Stuff” and type your desired tag.

I don't know what interface you may be referring to, but your directions are not anything related to discussion topics in the Canvas LMS (Learning Management System) or here in the Canvas Community. Though, like has been mentioned here in this thread, you can tag postings with keywords ... it's just a slightly different process than what you describe.
