Have the Canvas software developers even tried using their own annotating tools? I've spent minutes trying to highlight a passage that the student submitted so I can make a comment -- to no avail.
I tried this in my own course and was unable to replicate this on my end. Could you try this using another browser? Could you also try clearing your cache using this guide?

I often have this issue with certain types of PDF files. If the PDF file cannot detect text, and considers the PDF file to contain a large picture (instead of detecting each line of text), than the highlight feature will not work. However, you may be able to use other annotation tools such as the pen to draw on top of the text.
