Is there a setting so students cannot turn off announcements?

Students cannot turn off Announcements. That has never been a feature in Canvas Students can delete an announcement, but only in a group per this guide https://community.canvaslms.com/docs/DOC-10604-421250745
Are you seeing a different behavior? if so, I would suggest contacting Canvas Support.

My teachers were saying that students can turn off notifications for
announcements and therefore not get announcements. They didn't think they
used to have that option to turn off the notifications for announcements.

Yes, all users have control over their Notifications, but turning off Notices of Announcements does not actually turn off the Announcements - they are still available to the students when they navigate to the Announcements page. Quite honestly, some teachers overuse Announcements, and some students get tired of their email and phones being blown-up by notices of Announcements posted in all of their courses.

Thank you. I do think students should not be able to turn off
announcements. If they have to navigate to announcements to read them then
there is a good probability that many of our Middle Schoolers will not read
them at all or get them in a timely manner.
