According to this link, Arc Release Notes (2019-04-01), Arc Video Quizzing is available for all accounts. How can I get access to Arc if I am using Free-For-Teachers? I do not see it on the Global Navigation menu on the left.

@Kelvin_Dean , Arc is available to Canvas accounts at an extra cost. The sentence in the Arc Release Notes to which you refer indicates that Arc Video Quizzing, which was formerly a beta feature, is now available for all accounts—which is to say, all Arc accounts. Following up here to provide clarification: Users of Free for Teachers are not able to use Arc in their courses; the integration is only available to paid Canvas accounts.
