Neither the submitting student nor the teacher can remove a submitted assignment; however, the student can resubmit as long as the assignment is available.
There is a feature idea for this functionality that is open for voting at https://community.canvaslms.com/ideas/4394-delete-submissions-by-students Check it out, add your own comments, and support by voting if desired.
