[ARCHIVED] Can't delete or publish courses as Teacher or Account Admim

Under Permissions->Course Roles, I have given the Teacher role the permission to Manage Courses (including add/edit/delete courses).
Under Permissions->Account Roles, the Admin Account has permission to do the same (as is default).
Under Settings, under Who Can Create New Courses, I have checked Teachers.
Now, any user designated as teacher can manually create a course, but they don't have the ability to publish the course or to delete the course.
The same goes for me, as an Admin Account. I can't delete courses, or publish them.
How can I fix this?

Hi Chris,
I was indeed the main admin for the institution. It turned out to be a faulty install. We started with a fresh database, and everything seems to be working as intended now.
