[ARCHIVED] Can you prevent changes to short course name but allow long course name change?

The following documentation indicates that you can prevent teachers from changing the course name:

How do I set details for an account? 

"If you don't want teachers to be able to rename their courses, select the Don't let teachers rename their courses checkbox [1]."

However does this refer to what's considered the 'short_name' or 'long_name'  of the course or both.  Is it possible to allow change to the 'long_name' which is usually a more descriptive name of the course but NOT allow change to 'short_name'?

I'm pretty confident that checking that box will prevent renaming either name.
