Are you talking about still seeing the eye with a slash icon for Modules after making that content area available? if so, that content area will remain hidden from students until you create your first module. It is still available to you as the teacher, just not visible to the students.
Or have you created the modules, but students are not seeing them? If so, then your modules must be published before students can see them. Learn how at How do I publish a Module?

I think the easiest way is to use the Course Import Tool (Settings), but you must also be enrolled as a teacher in the course you are importing the modules from. Learn more at How do I select specific content as part of a course import?
This sounds like it is part of a school mandate to provide uniform content, and I would suggest contacting your school's Canvas Admin for more information. I suspect they have put systems in place to guide you on the process.
