Is it possible to create a common cartridge file with a cutoff date or kill date? For example, once desired date is reached, the cartridge can no longer be imported into LMS? Thank you!

As far as I know, there is no way to apply an expiration date to an IMSCC export file. Depending on who your targeted users might be, there might be methods that might work. Can I ask why you are exporting courses, rather than simply performing course copies?
Alternately, you could create a new Idea Conversation for this functionality in this community.
