The idea submitted for allowing admins to set the default permissions for notifications is open again and it really needs your support.   Please give this an upvote.   https://community.canvaslms.com/ideas/1051-default-notification-settings-profiles-by-user-role

I am not concerned about the user role as a user here are often in multiple roles, and I want everyone to have the ability to opt out of the notification settings, but I want to have our users set up with what we consider to be the best settings, and not what Instructure considered best.
