Is it possible to see who deleted assignments from a course?

The access logs (as an admin) or course access would be your best bet, but they're simply a list of URLs accessed in a course.

If you need to recover the item, you can add /undelete to your Canvas URL and it will show a list of items that can be restored. For example: https://yourschool.instructure.com/courses/12345/undelete.
