When users are logged into Catalog the date they see is different then when they are not logged in.
When a user is not logged into Catalog, the course dates that come from the Canvas course settings are one day after the actual course end date in Canvas Course details /Catalog. This is happening to all of our courses.
Has anyone else experienced this? Am I missing something?

This information is coming for the course settings within Canvas -- maybe there are two different courses or sections associated with the listing? Maybe check this information out?

That was the first thing I checked. Then I noticed it was happening to all the courses in Catalog (with start/end dates) not just one or two. I also checked to make sure we hadn't changed the time zone settings. Also, the end dates change when logged in vs. not logged-in. I think if it was a setting in the course/section it would remain the same.

We're seeing the same thing at Boston College. The Canvas end dates for "Lent 2019" and "Living Community" are April 9, 11:59pm. The course is set to EST and I am browsing from within EST. When I'm not logged in the displayed end date in Catalog is April 10 (incorrect), when I log in it shows April 9 (correct).
I just noticed this today (I was asked to change and end date and when the requester looked to confirm it was not the same date I saw). I cannot remember this happening before, and we've frequently used 11:59pm end times. What is the behavior I should expect to see when not logged in? Date displaying according to the course time zone? Date displaying according to the time zone I'm in while browsing (preferred, I think)? Date displaying according to some default time zone (GMT?)?

It displays correctly in the Canvas course settings. April 9, 11:59pm Eastern Time (screenshot below).
It seems like when I'm not logged in Catalog displays the date according to GMT (despite me browsing from an EST location). And it matters if the date is during daylight savings time or not. If the date in Canvas is during EST (e.g. March 1) then Catalog will add a day for any end time after (and including) 7:00pm EST (12:00am GMT next day). If the date in Canvas is during EDT (e.g. April 1) then Catalog will add a day for any end time after (and including) 8:00pm EDT (12:00am GMT next day).
Is this a recent development, or have I just not noticed it before?
I think this is recent. I would suggest submitting a ticket to support.
I submitted a ticket on Feb 1. and received a case number. (Case #04021677). Haven't heard anything back.
It was only immediately evident to us because we post the course dates in the course catalog title. (See screenshots above).
I believe this is happening to more Catalog admins, however, it's not an easily identifiable problem because you have to look between Catalog and Canvas to make the connection. And be logged out from the system.
I tested this issue this morning and I did not see this happening in our instance of Canvas or Catalog.
