I'm looking for a way to organize my content by Quarter. I realize I should have done this first, but maybe there is a way after the fact. I want to either create a Heading outside of a module (which Canvas doesn't do) or create a new Module called Quarter One and move all of the existing Modules under it. I guess I'm just asking for another layer of organization for the content.

I always recommend having your online course ready for your students before the start of term, and especially to not change the overall structure of a course during a term. Just confuses your students, and for some online learning is confusion enough.
However, Canvas does not do what you are asking for, but there is a long-standing feature idea for just this at https://community.canvaslms.com/ideas/4636-modules-within-modules - yet another thing I would not support. Check it out, read the discussion, and vote as you deem appropriate.
I am not sure what grade level(s) you teach, nor how your school organizes terms, but we create a new Canvas course for each term.

Well, yes. Of course we'd like to have everything set up ahead of time. I teach middle school and, quite frankly, Canvas is overkill and almost developmentally inappropriate for this age group. This is not an online course. Allowing me to capture the Quarter One content into a separate section is NOT going to be confusing to a 12 year old. The opposite is far more likely to be true.
So here is my simple workaround. (I'd still like Modules within Modules as an option- or the ability to capture content under a Heading.)
I'm simply going to rename each of my modules and add the Quarter to them. It would be cleaner to be able to capture them under one pull-down, but this will work for my 6th graders.

You would be amazed at how well even the youngest students fair in the online environment, and especially in Canvas. In fact, we have a great focus group you might be interested in K-12. And here are some videos that you will find useful.
Canvas modules do include text headers which I use and which are an awesome organization tool.
