[ARCHIVED] How can support staff build New Quiz Item banks for instructors?

In New Quizzes, Item Banks are connected to individuals users - not to specific courses. In fact, there seems to be no way to actually connect an Item Bank to a specific course. So how can academic support staff, who may routinely deal with hundreds of courses and dozens of instructors each semester, continue providing Quiz and Item bank building services?

How do I share an item bank in New Quizzes? 

You can share an item bank with another user in New Quizzes or to another Canvas course. Item banks can only be shared with users with a teacher, TA, or admin role.

Because New Quiz Item Banks can now be shared with courses, something that our district is doing could be of help:

We have "Shell" courses created in Canvas for all courses as a repository for curricular materials. We have Item Banks for specific courses shared with the Shell Course rather than individual teachers so that as teachers change down the road, nobody has to go back and change sharing. Anyone in the Shell Course as a teacher can edit the banks shared with that course.
