I think what you're looking for is: How do I show recent announcements in the Course Home Page?

Easy steps: Settings > More options > Show recent announcements

The announcement will display not matter what you have chosen as your home page like Modules view or a Page. One tip I usually advise instructors is to put the important news in the first few words because the announcement is really just a snippet of the information.
