How do you remove a deleted sis login from being referenced or showing as already in use when I try to assign it to the proper user account?
enrollments.csv - Enrolled a user 1216961 in course , but referenced a deleted sis login
users.csv - An existing Canvas user with the SIS ID 22103 has already claimed 1216961's user_id requested login information, skipping

I've got to leave in a minute so I can't write much or test. If I remember correctly, I had to re-add the deleted student temporarily and then I could change the conflicting information. After I changed the information, I could delete them again and import the new student.

You will need to add the user back using SIS Imports and then change the conflicting information.

You can use the "change_sis_id.csv" format as detailed in SIS Import Format Documentation - Canvas LMS REST API Documentation.
Your CSV file will looks something like:
old_id,new_id,type
22103,22103_old,user

I will keep you fix to try next time if I ever need to fix another one.
We were able to correct it . She had “ameers” but there was also a deleted “am16961” which was attached to her user account with the SIS ID 1216961. That’s why it kept saying it was deleted.
I manually created a csv file that restored the original “am16961” ID and renamed “ameers” to “ameers1”.
After uploading that csv file, Alexis had two separate login IDs (and SIS IDs) on her user account in Canvas. We deleted “ameers1” and renamed “am16961” to “ameers”, which has her correct SIS ID of 1216961.
