How do I recover content/assignment from a course I taught the previous semester? Do the old courses still need to be active and/or visible in Canvas in order to copy them?

Hi Tiffany and welcome to the Canvas Community!
If you still have access to the previous course you can go into it and create a course archive which you can then download and keep for your records or to re-upload into a future course. Alternatively you can go into the new course shell where you want to reuse your course content and choose to copy from the old course into the new course.
