Is there a way to restrict file downloads such that the file is only viewable in a module and that students are not prompted/allowed to download to their local machine?

As far as I know, there is no option in Canvas that would restrict downloading of a file if the file is visible to the students. In fact, the Guide that discusses restrictions states, "When the Only available to students with link option is set, the file can only be viewed if students are given the link to the file. This option only hides files from students in Course Files. This functionality is not valid outside of the Files feature. For instance, if a file with a student visibility restriction is added to a Module or Assignment, the file can always be viewed by students."
Even if you could suppress download, students could still copy the content or take screenshots using various apps.
