[ARCHIVED] Large icons, and no accessibility

I updated Chrome to the latest version (79), yet my windows desktop won't display the icons properly. After I log in, I get these HUGE icons that don't work. What should I do?

Does anyone have an updated URL? The one in the solution isn't valid anymore.
