I have created several matching quizzes and ask to offer partial credit to the ones that were correct. It gives me the percentage but the grade in the grade book is zero only if they get them ALL correct. I can make it work in the old quizzes but would like to be able to convert all of them to the new quiz.

New Quizzes already support partial credit. The second image you included makes me believe that the quiz has no possible points, so the total is 0.

I might suggest double checking the settings for your questions to make sure partial credit is enabled and that the quiz has point values for the questions. The value of the quiz before you click build needs to match the sum of the points indicated for each question.
