In new quizzes click the pencil (edit), if students have already responded to the quiz there will be a prompt to "edit a copy" click that too. Then in the options below your question find "Item Banking." You can use that link to add to an existing bank, or to a new bank.

I understand that right now it is challenging to transfer question banks from classic quizzes to new quizzes, so you might not want to use the creation of new question banks as a long term solution in classic quizzes.
