Thanks for the detail you provided. Publishing would have been my first question. 

I'm wondering if you accidentally put a starting date for your module making it Locked. here's a guide about locking modules. 

Or have you set module prerequisites which may be preventing them to gain access? 

I'm hoping it's one of those that will enable to unlock your modules for you.
