Is there any way to add a 'Not Given' option to the True / False questions in Canvas Quizzes?

Sure.  Instead of using the "True/False" question type (How do I create a True/False quiz question? - Canvas Community), use the "Multiple Choice" question type (How do I create a Multiple Choice quiz question? - Canvas Community).  That way, you can add in options for "True", "False", and "Not Given".  It's not technically a "True/False" question, but it will accomplish exactly what you need.
