Can observers evaluate the instructor?

Hi @DR_K1 ,

The course shows up for the observers in a read-only state. Observers cannot participate in the course. There is nothing native of Canvas for that, unfortunately. 
I would advise you to create an idea conversation for that. 

How do I create a new idea conversation in the Instructure Community?
