I'm setting up a canvas account in the Philippines for my students. Do we as individuals still need to pay for students?

Could you please tell us what kind of account you are trying to set up? Are you trying to set up a hosted account? If so, then you will need to talk with the Marketing folks at Canvas for Pricing. You can learn more at Canvas.
