Is it possible for school's to send a push notification to alert parents when a student has not submitted a task?

Hello Eileen and welcome to the Community!

That will depend on how your institution is interacting with parents via Canvas.  Some schools will create observer accounts for all parents and link the accounts to those of their minor children.  Other institutions allow parents to elect to create an observer account for their child's Canvas logic but this is dependent on the parent's initiative.  Might advice at this point would be to start with the following guide article: https://community.canvaslms.com/docs/DOC-10718-67952620813

With the Observer role in place, it'll be up to the observer to manage their notification preferences. With that, there's no way to create a notification that is guaranteed to reach every single observer as each person can customize their experience to some extent. 

I've seen teachers set recommendations for their observers so they can better manage their use of updates, comments, and inbox messages.
