Yes, but with considerable work and risks.
Canvas will not let you create a new account with an ID that already exists, so the trick is to revise the account with the new student's information after deleting all existing enrollments for the last student who used that ID. Tedious manual process!
You would have to set this up in a manner that complies with your state retention laws, so that you do not delete grade information you are still required to retain.
I think the bigger issue is why are you running out of IDs?
I am going to share your question with the Canvas Developers group. These are some smart folks who might have some better ideas.

With regards to your latter question.
Or set up states we have only 200 users? we are currently reaching limit?
Maybe that's the question that we should be asking? Can you add additional users?
We have recently had a switch around of admin and are doing some housekeeping whilst in 'lockdown'

Okay, now that makes more sense - you have a licensing limit. I know nothing about how to raise your licensing limit, but I am going to ping @scottdennis whom I suspect might be able to help you.

From what I can see your contract allows for 270 FTE, which means you can have 270 people have access to your platform at any given time. Those 270 people can be swapped out for others if you have people come and go.
