How do I as an instructor share my Canvas set-up i.e. (Home Page, Modules, Quizzes etc.) with another instructor?  In addition can my Canvas course be exported to another instructor to be used as a template for them?

Hi Anthony, yes.

If your organization allows, you can add that instructor to the course so that they can copy it themselves.

If not, another way is to export the entire course. You can provide this export file to the instructor and they can upload it into their own Canvas shell. 

To do this:

Click on your course in the dashboard > Settings > Export Course Content (right-hand side)  > Create Export

I find these instructors to be incomplete. What do you do after you've created the export? I can't see how to share the export file.

You'd have to share the file that was exported via e-mail or upload it to somewhere like Dropbox.com, Google Drive, or Microsoft OneDrive so that the other person could download the file.  Here are the two Guides you'd want:
