We have this same problem when switching between sub-catalogs (they all have different questions). The students are only ever asked questions from the subaccount they sign up in.

Thanks for the heads-up on this issue. To my knowledge we have not experienced this. But because there is no report/analytics with the option to show user-defined fields, there is no way that I know of --- besides perhaps API calls --- to get access to this data.

I know some time has passed since the original post, however, I can specify how to get User Defined Field (UDF) values.
They are accessible in the API for Catalog, and are shown at the endpoint "/api/v1/user_registrations" under the Custom Fields entry.
Yes, this is a problem. It is actually a function of the User Defined Fields. In the User Guide for User Defined Fields https://community.canvaslms.com/docs/DOC-9547-26051390101, Instructure explains that this is how the User Defined Fields are set up.
I was a bit disappointed when I realized this limitation of the User Defined Fields.
