thank you for your reply and guidance. it was helpful. 

We experienced some issues regarding students roles.

The problem is that students as per the give authority can start a conference without any prior permission from their teachers. 

Hereby, I want to ask " can we limit the students in such a way that they can't be able to start any conference" ?

We in the community do not have access to your instance of Canvas, so all we can do i provide you with is general information like the Canvas guides‌. 

It sounds like your student role‌ has #web conferences‌ #permission‌ enabled and because of that they can create their own #conferences‌. If you are your schools Canvas Admin then you can go into permissions find the web conferences permission and disable it.  Once disabled students will be unable to create their own web conferences all together.
