If you create outcomes under manage rubrics, why can't the user attach them to assignments?

 @ericwhitmer ‌, outcomes can't be attached directly to assignments, yet outcome mastery can easily be assessed for an assignment through the use of a rubric attached to that assignment. When I was teaching, I used to create rubrics that incorporated the criteria for the assignment itself, as well as outcomes that related to course objectives and outcomes that connected to college-wide objectives. Since I wanted to capture students' mastery of those outcomes without having the points for the outcomes contribute to the grade for the assignment, I imported each outcome into the rubric with the "Use this criterion for scoring" checkbox disabled. It's poor UX design because people will think that Outcomes are not rubrics for attaching their rubric to the assignment. I dealt with an instructor just a moment ago was why I cannot attach the rubrics inside the assignment. I told him that you have to build it in Outcomes first, the average person can't put the two apart.

Also, starting in the April 18 release, Rubrics will no longer be found under Outcomes.
