How do you attach the annotated speed grader to submit back to the student?

Hi  @jfox ‌,

If you're annotating within SpeedGrader - the student will simply be able to open SpeedGrader themselves and view the annotations there.

How do I view annotation feedback comments from my instructor directly in my assignment submission? 

As a teacher, you'll just have to make sure that the grades aren't hidden (which they aren't by default):
