Anyways, to add to what @jchitwood has provided, at most schools section shells and their enrollments (both student and teacher) are managed automatically through an integration between Canvas and whatever student information system is being used.
If you are are asking about Canvas shells that are not used for instructing students (not official sections), these are most often manually created; and some school permit teachers and other roles to create them, while other schools limit this permission.
For a definitive answer, you really should check with your school's Canvas admin, because all of this varies widely from school to school. I just checked your email address, and note that you are at St. Luke's University Health Network. This is entirely a horse of a different color, and so it is imperative that you find out who is in charge of Canvas there, because this community is not going to be able to give you correct information - unless somebody else from SLHN just happens to trip over your quest.
