How do students know when I've posted an announcement?  Do they get some type of notice?  I've tried looking in student view and I can't see it.

Students may get a notification depending on how their notification preferences are set up. The default is to get an announcement notification right away via email and inside the mobile app (if they are using it).

The Test Student wouldn't have an email account set up that you could check to receive notifications.

Student can change their notifications and now they can even control them on a course-by-course level. The settings used to apply to all courses. These lessons from the Canvas Student Guide explain more:
