Completed Rubrics not for a grade are not available to students/parents

I have a course that is not graded.  That said, in order to provide feedback to students and parents, I created a rubric.  The rubric is set-up as 'Not Graded.'  I completed the rubrics on 'speed-grader', however, while the rubric does appear under the assignments tab for parents, they do not seem to have access to the completed/filled-out rubrics.  I believe this has to do with the fact that is not graded, but don't know how to get this info to students & parents.  Any help is appreciated.

Which box(es) do you have selected?

I created a rubric and applied it to an assignment. Students were able to view the rubric feedback (even though it didn't automate the score) by clicking the little icon that looks like a clipboard in the top-right corner.
